The proper term for a device like this is a 'mono-wheel' and is actually seen in production, but quite rare to find. They were originally experimented with in the Victorian era, but have been taken to a modern level in today's era by a manufacturer or two. I haven't seen any to buy, however. But you can find plans to build your own. Not sure if they're street legal, however.
