Well, he thought that Simba was done for, and decided to torture him with that last little bit of haunting knowledge before he fell to his death. Scar wouldn't want Simba to die feeling that he was atoning in a way for something that he felt was his fault. He'd want his nephew to die in absolute anguish and misery. Scar is basically pure evil.

That's the common sense argument, but if you need proof then in the LOK2 it's explicitly said that the hyenas have abandoned the graveyard, so unless they were talking about their ghosts they can't be dead.
