The reason why the Singer paper was not included in the 2007 IPCC report was that it was published AFTER the IPCC report. So all they had available, if anything, was a draft peice of research which by IPCC rules is not admissable. To be included in the next report a paper has to have been published during 2005 or before

Lucky the Singer paper was not included - it has proven to be in error. They averaged the satellite data over long periods which would mask the GW finger print (deliberately?)
