The Buddha was very clear. He said that some have these powers but do NOT pursue them. They have noting whatsoever to do with enlightenment. Powers entice those who are still bound to the immature ego personality who experiences them. They are like flashes of lightening, bubbles in the stream - inconsequential. In Zen it is called "makyo" or the equivalent of delusional consciousness to be ignored. Worthy masters have driven away the "spirit powers" resulting from sincere meditation.

Spiritual power is what one is created with, some have more, some have less, and nothing you can do can change it. What you do is determined by the spiritual power you have. Discontentedness with one's spiritual powers is probably what sends us to carnal temporality. The best we can do is seek contentment by seeking eternal perfection. This perfection can not be found through a carnal mindset. Understanding that you are the perfect you because you are the only you is how to start seeking.
They way you know someone is in contact with the divine within is by their integrity. Someone that knows himself will seem very balanced and make decisions that are almost always good and someone that never hurts anyone trhought the way they act or talk.
such a person is a person with integrity, a person you trust with your life.
I understand a true spiritual power to be in boundless compassion and unconditional love. That is the origin of all spiritual powers, (so called) miracles, etc... for the good of all.
When he speaks in his mother tongue there is no stuttering. With every year that passes his english improves immensely. I feel great joy and fortune (being of mother tongue english) to receive the words of Buddha in english. He trasmits even in english his wonderful sense of humour and gentle force which leaves me is state of openess, understanding and gratitude each time I receive his teachings. Beru Khyentse Rinpoce said once regarding the 2 Karmapas - Buddha's left eye and Buddhas right eye.
(my above comment is in response to uhkolieb's comment)
I would also like to add HH Dalai Lama has recognised both Karmapa's - Trinlay Thaye Dorge's activity is solely spiritual whilst Orgyen also represents a political role.
Buddha manifests in many forms - if two manifestations in one era are necessary for the benefit of beings I have trust in the Three Jewels and believe that Buddha knows best :-)
@Deirdrejr ?! I wasn't aware that the DL had recognized the "other" HHK, Thayen rather than Ogyen. 2 of the 3 names are the same. Do the names go with the job title in their country?

There is no "other Karmapa". HH is the only Karmapa. We should not be confused about this.

Just look into his eyes and you will see it, feel it. I have. Time stops, space expands, and there is a vast sea of love.
