I realized just now that with the way Naruto has in two separate instances incapacitated a ninja with his farts; the first time in a match, against Kiba, in the chuunin exams, the other just to put Kiba in his place when he was being a jerk. Both times they were crippled temporarily.

I say Naruto therefore has a right to make it a jutsu. :P

But the ninja world will be in great peril if he incorporates wind chakra in this 'jutsu', heaven forbid.
