Over two decades ago, someone investigated a series of SLBs and found in five a single component of Baudot using five receivers to asswmble a Cyrillic RTTY message in five letter groups. Not even NSA had the skills of a ham operator! Old is new again.
Sounds like it could just be a pirate beacon. Most run very low power (<500mW) and usually only give out like one or two letters for identifiers.
