The melting of northern glaciers caused a shift in oceanic current in the north Atlantic, which caused the melting of the North American glaciers and this current is what causes the drury weather in the UK and Scandinavia today.

During most of the Clinton administration (notably, the years leading up to and including the surplus), Congress was dominated by conservative Republicans.
