Those who abuse scripture to justify the abuse of a child are the ones going to hell.
I used to wonder why there were no "laws" in the Bible about the treatment of children until I had a child in my care. I think that even those bronze age societies knew that basic nature dictates that the majority will look at that small, fragile being and not be in any way inclined to hurt them. That being said, a couple of hard and fast laws about not hurting them wouldn't have hurt.
