I agree with you and I don't see why Taito had to alter the US version. I actually played the superior NeoGeo version sometime ago, though it was also called Bust-A-Move Again.
The PC version of Taito Legends 2 actually has the right Puzzle Bobble 2, then again the PC version was done by Empire, wherefore Taito did the PS 2 version themselves.
Do not be fooled by the footage: the US version of Puzzle Bobble 2 lacks the Taito characters like Bub and Bob from Bubble Bobble. Still, other classics like Darius Gaiden, G. Darius, RayStorm and Cameltry are worth playing.

New Zealand Story is on Taito Legends 1. By the way, it along with Bubble Bobble can be played for free on GameTap.
