the 3 billion you speak of is only in theory. in addition to official aid, the US pays for israeli weaponry as long as its from their arms factories. the US also subsidises israeli 'defense' companies.
I think in total the 'aid' to israel is in the dozens of billions. and America itself loses hundreds of billions by angering muslim oil producing nations.

When Israel complies with their obligations under UN resolution 242 and get back to their own country the rockets will stop. Israel rejected the peace deal offered by Hamas because it contained a 2 state solution. Israel does not want peace they want the huge fresh water resources of Palestine and the Golan Heights. Water is worth more than oil in a desert.
