It's not a plug-in effect, but a few different things composited in AfterEffects. I drew the explosion in Photoshop, used stock footage for the smoke, and threw some adjustments layers over the whole thing.
Wow you must be a tank expert... and I'm impressed that those $10 plastic tanks from WalMart are accurate enough to be recognized even when I've glued American flags on them. Nifty.
That monster looks like Gorosaurus.

How did you make the flash when the tanks shot at the monster? Is it some software or did you do it with some sort of lighting? Please tell me.
