You don't have to be drunk to commit violent assaults. Just ask the moonlighting cops from Spring Hill who were being rent a cops without a permit.

Since they were being paid by the "church" of $cientology, they thought it would be okay for them to break the law by assaulting a protestor who was already leaving in response to their illegal command. The rent-a-cops did not have valid permits and (BIG NO-NO) were not identifiable by their uniforms.
