Going by the St. Patrick's blue plume in the righ side of the Drum Major's bearskin, looks like the Irish Guards? Or is it another Guards regimental band being LED by an Irish guards DM? Fantastic sound. I had a small group here in SoCal that performed as Guards here for British business events and two Royal events. I have all the 5 regimental uniforms collected except need 2 more bearskins. :)
This is simply NOT a fanfare. In some languages, such as Dutch for example, a fanfare is some kind of band. In English a fanfare is a piece of music of a certain type, and this isn't it. This is a Guards band playing a military march. A fanfare, usually played only on trumpets, is something like a bugle call but more complicated. It is a salute. For example to mark the arrival of someone or the beginning of something.. Search for "Trumpet fanfare"and see what I mean.

News... Mellophones are terribly out of tune instruments and have a much more brassy and trumpet like sound than a french horn. Used because people can't march well with them since they screw up their hand positions to just hold them up and uneven projection of ensemble sound.
It's not dumb, they have a much better sound and much better intonation and playability. "It's all lip" what's that supposed to mean? Tubas and French Horns aren't concert instruments, they are the REGULAR instruments (would say original but even those instruments evolved from other instruments). Many of the best parade groups use(d) regular tubas and sometimes horns and their leaders (who are most likely much more intelligent than you) had a reason for doing so other than to just be "dumb"
My band has marched with tubas for over 125 years, they have never had any problem. And marching with a French Horn is much easier physically speaking than such instruments as mellophones.
I suggest you consider not commenting the next time you wish to label another culture "dumb".
