The person talking is deluded. All you need is a 'barefoot' 100 watt rig (transciever), and a wire antenna to talk all over the world. You don't 'need' several hundred watts.

He is talking about operating from stateside, as in he will be operating from there. But he is not actually in the States during this conversation. His callsign indicates he is in Italy.
If he had been operating from the USA the regulations would require him to put "W" and a single digit number in front of his regular callsign. In the case of Baltimore Maryland it would be "W3" in front of his call.
does the Eton Grundig Satellite 750 cover 11 meters 26,00 to 28000 meters as well?
