He's actually portrayed as really kind of a nice guy who is disappointed and sad at how everything he's done and achieved and worked for is coming crashing down upon him. The screaming/yelling scenes are when he is venting his frustration by blaming others for his mistakes (And he made quite a few of them).

The movie doesn't try to defend Hitler's actions, but it does try to de-demonize him and make him more human.
