How can security at the A&E departments of hospitals be measured for efficiency? They are either secure or they are not. Private companies only have one motive - to make a profit, and there are three ways of obtaining this, either by increasing the cost of providing the service, 2) cutting the wages of the workers, or 3) Reducing the number of workers!
