Canada is a Constitutional Monarchy. The Crown is regarded as a corporation, with the monarch, vested as she is with all powers of state. power of the whole is shared by multiple institutions of government acting under the sovereign's authority. Canada has a bicameral legislature (as does the US). The Senate is appointed by the Governor General and the members of the lower house are directly elected by eligible voters. these two bodies are responsible for all legislation. Not the voters.
The U.S. is a Representative Republic. The people vote for representatives (Senate and House of Representatives) and the representatives make the laws. Direct democracy does not work. Never has worked and never will work. If people are direct voting for their laws the duly elected representative are abdicating their authority. This should not happen.
We need 'direct democracy', like Canada's people have. Canada's people vote on every new law, and unless they want it, it doesn't get passed into law.

@DuckworthLending The opposite of tyranny of the majority is tyranny of the minority. You still majority vote on new laws in the US so I don't know what you're trying to say? That you prefer a monarchy or a dictatorship because neither the minority or the majority get their will?
Dude! Get yourself a copy of the Google video version .flv file by using Firefox and the "DownloadHelper" plugin to capture flash videos. The sound quality & timebase of the Google video copy are virtually perfect.
To me, it sounds like it is a problem in your old VHS VCR, not the tape. Either that or get a tune-up for your old VHS VCR so that you can do a better recapture of this important video. A technician can make an adjustment for the synch or timebase of your VCR, & ur VCR will be fixed.
I remember this from before the year 2000.
