@counterstrikenerd321 Took a while for me to fig that out too. But bond pretty much says it at the beginning. The guy works for M-I6 and has been selling secrets, so M ordered Bond to kill him. The man is Bond's 2nd kill (ever, supposedly) but once he kills him, he will officially be a double-oh agent.
