In my first few times I played Street Fighter I always put in the easy, because I was slow in the commands, and when I realized that increased the difficulty the adversaries were moving very fast. But now I have Hyper Street Fighter II on my Playtation 2, it was easy for me to play in control, I got used to it.
Actually, if you directly compare Super Street Fighter II (Mega Drive) with Super Street Fighter II on the SNES (NOT SFII or SFII Turbo!) on real hardware (not emulation) regarding the sound F/X only, you'll notice that the Mega Drive version has in fact the better sounding punches, kicks, etc. But again: Only on Super Street Fighter II! I don't know why they changed them on the SNES from SFII Turbo to Super SFII but in Super SFII they just sound weak compared to the Mega Drive version.
The Musik itself was even better than the SNES one but the the "round 1" call and the special effects calls like "hadouken" were crap. But did you know that the Musik and Graphics were both inferior to the SNES version. It had 40MB which is still kinda shocking that a 16 bit console could handle that. I know there were also some 40 MB Games for SNES.

But by now it has caught up like I'm playing with Guile, E. Honda, Blanka, Dhalsim, and even a BIT with Dee Jay...
