Well, if you go by the signs clearly displayed, "make them pay" means to make the companies pay taxes. Specifically, the ones that are dodging having to pay any federal taxes, like GE, Exxon Mobil, etc.

Although not only does Exxon Mobil pay no taxes, but they receive billions in subsidies from the US government. Even though they are a for-profit entity, the most profitable one on the planet. And Exxon STILL has the audacity to complain that they're being stifled by taxes
