Contracts are normally time based not asset based. Though on DeviantArt there are lots of people offering rates per character. Prices vary generally from 20$ to up around 250$
Try to contact Disney ( $37B revenue company ) with character as appealing as Mickey Mouse was. As long as this new character allows them to make another additional $3B per year, you will be paid as much as you can imagine. So stop watching youtube and go drawing.
People who think Jason Chan uses fancy-pancy photoshop plugins that instantly make your drawings "leet" are dumb. He clearly only used standard photoshop brushes in this video. I prefer artists like Jason Chan who don't use fancy plugins, I think a drawing made out of some simple, basic, hard brushes look a lot more artistic!

Yes, I agree, his skill is clearly unreachable due to technical limitations. You could easily, almost magically progress to his level, if only you had those industry-level photoshop plugins!
i would agree except i think you would need much more than plugins such as a steady hand and good eye maybe a tablet if this is done in mouse than i doubt most will reach this level in the time limit of it almost being magical

Takes way too long and I have to keep switching back and forth between mouse and pen.
True, it does feel different. And takes getting used to. I found what helps me is a little trick I learned from a colleague.
Get a sheet of vellum from a local art store and tape it to the tablet. Make sure that it's a strong sheet that will stand up to a fair amount of use.
Also, make sure that what ever you get has a bit of texture to it NOT something smooth or that would defeat the purpose. ;)

It's photoshop start to finish, actually. he usually has his menus hidden or on another monitor. (tab key is the shortcut for that).

I'd say he's probably using a Wacom Cintiq, which I find much more intuitive than a normal tablet, since you're looking at your hand while drawing.
