@greatpowered it's actually the nintendo 3ds users who don't have pictochat. I, myself have a ds lite, dsi xl, and a nintendo 3ds. The ds lite and dsi or dsi xl has pictochat in them of course. The nintendo 3ds does not, unfortunetly.
