Dont compare Mogdishu to Piracy. Piracy is not "plaguing" Somali. It has actually helped the east african economy in generally. You need to understand the background story. Somali Pirates are merely harmless fisherman who grew angry with Chinese and western companies illigely dumbing toxic waste and fishing in bulk in their waters. The Pirates intially set out to prevent this when they discovered the money that can be made through Piracy. Classical what goes around comes around story.
