This guy's name is Anthony Higgs...

He fought alongside Samus Aran when she was a part of the Federation Army during her younger years. He works with Adam Malcovich since Adam abbandoned his previous employment with the Federation after discovering that the Fed Scientists had been running bio-experiments trying to clone humans and merge them with living Metroid tissue in order to create super enhanced soldiers. Their ultimate goal: expansive war against other solar systems.
