I agree with you in your assessment of those verses, but only in the sense that those verses tell us in a clear and unmistakable way that God Himself gives someone faith. It is His gift to someone who is spiritually dead. And if we are to say that God's act of giving faith to someone who does not have a saving faith in Jesus is an act of mercy, then I agree.
