It doesn't collect the water. It's not a seaplane like Canadair make to fight fire. It's an old seaplane for observation and for provide furniture to the U-boots in the north atlantic during the WW2. I think it's one of the last Do24 able to fly.
One (this one) is owned by Ireen Dornier himself and it has the advanced technology wings and Turboprop engines retrofitted in the 1980 for trials by Dornier works.
That's what happens when you don't land into the wind.
