Allah is telling the believers that the ones who we should declare war with are the ones who have driven the muslims out of their homes, so the war of the muslims is self defense.

Allah is commanding the believers to act justly with the people they are even fighting in war, unlike you, who say killing innocent people in war is allowed, but the Quran tells the muslims that even in the midst of war, there is no reason to not act justly to your enemies.

Allah is telling the believers that the ones who we should declare war with are the ones who have driven the muslims out of their homes, so the war of the muslims is self defense.
