It's really hard to make something like this, because of how limited the witch encounters are. Of course, you could do a spin-off and just say it's based off Madoka, then make whatever content fits.

why not just use temporary blank sprites untill you find a good spriter for the time being? that way, everyone wins?

well, for a normal map, just draw a simple layout.

as for sprites for things like bosses, just use a square.

Gonna be hard to determine their position/direction they are facing when plotting their movements, plus takes away your determination making a game when all you see if blanks >.< you feel like nothing is happening.

or something that will alternate, like making one side of the blank black and the other side white.
