no no no dont run it in windows 2000 mode because gta 4 does not support windows 2000 which will never support it, run it in windows xp service pack 2 or 3

@yourdumbanyway1 did u downloaded it?, if u, u have to crack it, and if u bought it, launch the game with RockStar Games Social Club, i had same problem but it worked for me, another option is: right click on gtaiv.exe in the install folder, go to properties and go to the tab : compability and change the run mode to WINDOWS XP. still not working? sorry then.

actually the GTA IV wont launch on any windows 7 because of compatibility issues with it. vista and xp are the only ones able to launch this game and to do it on windows 7 you have to change the compatibility mode on the setup and the exe
