If you mean the 3D graphics engine, it was developed by Groovisions. You have to pay them to make a video so - no, the software cannot be downloaded. Groovisions is a design group (mostly shirts and stickers) and does not specialize in software.

This video is created by a Japanese popular graphic art group groovisions for this tune. (Food sources video that is mentioned below is also made by them.)

groovisions is famous about their pretty girl character named "Chappie" also (It's actually more than a character, containing minimal art concept, because they are modern artist).

They were working with Pizzicato Five as visual jocky (motion graphics) at their live and made some graphic works also.
