It was drafted by US consulting firm Bearing Point, it's signing is mentioned TWICE as a requirement in the President's list of benchmarks for the Iraqi government, and congress, in their appropriations bill, required Iraq to sign it or lose billions in reconstruction money...this is another war crime.
