I can tell you how you can tell who is stronger Krillin or Tien. When Gohan destroys Cell and Tien, Yamcha, Krillin, and Piccolo fly backwards from Cell's attack. Krillin flys back before Tien so this makes me think Tien is stronger.Plus come on he holds off Cell at this point Tien is by far the best and strongest human.

Krillin's final power level measurement in by the end of dbz was only 6,500,000 whereas Tiens reached 750,000,000 and also tien could use the 20x kaioken technique so 750,000,000 x 20 = 15.000.000.000 <-- this was tiens last power level in the buu saga after before buu absorbed gohan. Tien is stronger than Captain Ginyu by this point in the series, Nappa is nothing. The only reason Tien was able to hold back Cell is because he was using his Spirit Burst (Tien's equivalent of Kaio-ken) in conjunction with Neo Tri Beam, which is an OP technique as it is.
