They're using cigarettes as the best way to get the law passed; since smokers are a small minority, and thus, won't make enough noise. And once that's done, they'll start taxing internet sales of ALL products.
Even non-smokers are in for a rude surprise if this law passes. This law will ruin internet buying and selling as we know it.

You will not be able to ship any of these products to anyone even as a gift. These Acts will however exclude cigars. So, send tobacco to you buddy or family in the military - go to jail.
