The outside third rails? I believe they are HO scale rail soldered to flat-headed wood screws inserted into pre-drilled holes in the crossties, probably extended ones inserted every fifth tie or so once the (Atlas O) track is fastened down.
The NJ Hirailers have an YouTube account (NJHirailers) that you could send a PM to jus to be sure, or failing that, go to their website (at the most obvious URL) and find a contact email there.

Very Nice! You could have a pacing car with a bank of lights like they did in 1904 for the opening of the IRT. This inspires me to make one myself!

Yes, scratchbuilt from sheet styrene, and custom-fitted to the particular camcorder I have.
