It's timing, you have to do the jump and input preemptively, impossible to do in a keyboard so practice up on a pad or stick

I can't get the Jump, down MK to hit. Is there a timing for it or it is just very fast?

FJ HK > low HP > light Vortex > low LP > high LP > high MP > Sonic Boom > EX Focus cancel > far MP > Lightning Kick > Jump down MK,MK,MK > down HK.
