He clearly did not use savestates, as he makes very obvious mistakes in a few parts. He may move fast, but no faster than pro SSBM players, and they certainly aren't using savestates.
That being said, it is also clearly done on emulator. Though the graphics emulation is remarkably good, the giveaway is at the end, where an actual N64 copy would do some special transition to the results screen, an effect beyond pretty much all N64 graphics emulators at the moment.
