WOW I remember seeing this in Chinese dub like 10 years ago!! And I couldn't ever find this anime but it was always in the back of my head b/c I remembered the tune of her song! Today I randomly looked up the name Akemi and I found that Akemi Takada designed these characters! Wow what a long journey to refind this childhood show!

Over 90% of Chinese translated Japanese anime DVD's are pirated disks. If your mom got the DVD in 80's or 90's, I'm sure it's a pirated editon.
