it tracks the distance of objects i think. you can see the dot moving further away from the center as the guy went further from the spinning detector.
its basically a spinning radar monitor in my opinion.

i can't understand totally either, but it seems they were trying to simulate the dragon ball radar effect :o haha ain't that cool? xD
