I'm with the company that manufactured that leveler (Rite-Hite). The chain is for when you want to make the 'lip' of the leveler miss the 'pockets' (or what we call lip keepers). The idea is that for some distribution centers, where a majority of these were sold, they have loads all the way at the back of the trailer, and therefore need to 'pick' a load of the end of the truck, sometimes below the dock level. Therefore, they can't have the lip touch the trailer, or the lipkeepers.
ok the plate is supposed to go up and lock when you raise it, the chain is for when you're finished you raise the dock then pull the chain which unlocks it to lower it back down
if you raise it up you will see what lifts the outrigger... there should be an adjustment on that wire that lifts it... you can set it so it opens sooner and you ont have to take the plate so far up and it will drop inside the truck without your handy stick thing..
the chain lifts the lower part that folds up you have to pull hard i think i saw it connect to something that looks like it would connect to that part
the chain activates the hydraulic taht pushes the second panel all you have is a electricle problem or the chan is stuck
