@ArmadyIGodSwordsmen. I wouldn't say the liitle girl is messed up but the mom is. She sounds like she's on drugs. You're right when you say the girls should be placed in a proper home. I'm guessing the girl learned to shoplift from her mom.

that child needs to be taken away from her mother and put into a proper place. I think this situation goes much deeper than this little incident. This mother clearly has "other things" on her mind outside of developing this child. At the very least the habits and environment of this family needs to be put under review.
