That's just fundamental technique by the catcher...I am making a reference towards the Buster Posey incident. He blocked the plate but didn't have his weight on top of his lower half like Posey did. Instead, he had his weight spread out evenly and gave the runner zero chance of scoring.
It dependes what level this is and what rules they are playing by. If they are playing major league rules then the runner is indeed out. However, if this is a high school game then the catcher commited obstruction by blocking the base without being in possesion of the ball and the runner is awarded home.

that's actually a batter interfierance at the beginning of the vid. the batter starts walking across the plate and it changes the catcher's through
