Seeing that the day after we discussed this with the guys who had actually rented out EISCAT and those are the official RELEASE NOTES I don't think that they would easily confuse a non-existent missile test (if you've seen the infrared frames of this, the emissions from the spiral are not at all plausible for missile streamers which would cool rapidly) and from various videos it can be triangulated to EISCAT, I can show you.

Logs of navigational warnings to keep clear of launch area, notifications of nearby governments, scheduled launch information - all which are easy to find. In addition, the behaviour of the object is easily explained by basic Newtonian physics, but not so easily attributable to the capabilities of EISCAT. The fact is, radar scintillation of the atmosphere could not replicate the visible phenomenon.

The fact that the hills appear completely black in those photos should be a clue that they are not true IR pics (in which the heat from the hills would cause them to be luminous in IR wavelengths), but rather they are most likely visible light amplification with a little near-IR data.
