I'm pretty sure this is actually earlier than 1962 - Kenneth Kendall had left BBC News (for a while) in March 1961, the Radio Times cover style seen here had been dropped in October 1960 and there are other references which tie it to the late 1950s - "Whole Lotta Shakin' Goin' On", the multiple changes of government in France (which would be from the time of great instability c. 1957/58 when the Fifth Republic had to be formed) and indeed the 1957 film you've also uploaded.
The yearly 'goof tapes' for 'Xmas Tapes' haven't changed so much in all these years, just the technology. We just did ours at work and it's just as 'personal in-joked' as this is! Great stuff!
