What's the purpose of the belt driven piece of machinery? It kinda looks like a fan.

yur correct, it is a fan. it was invented by a.d. baker to test his traction engines in his factory at swanton, ohio and is called a baker fan. the purpose is to load your engine to work it a little. the faster you try to spin this fan the more horsepower it requires to spin it. in theory a more powerful engine can spin it faster.
