The idea is to confuse and amuse bystanders, aka the "victims," if you will, of the flashmob. However, if the "victim," i.e. the guy they were following, knows what's going on, then that defeats the whole purpose of the flashmob.

Hmm... was this staged? Something about this... The guy's outfit isn't a normal one, and his reaction isn't normal at all. For someone who was randomly followed out of nowhere by a multitude of people, he seemed rather nonplussed, led them around stairs and such, didn't seem to ask questions, or try to take them anywhere unusual besides those stairs, or even try to lose them. There were even people taking pictures and he didn't react at all. Quite obviously fake.
