As far as Bill Clinton, he never declared war on nor invaded Iraq and the Sudan. They were military operations with one specific goal--not a war or occupation to bring Western democracy to a sovreign country.
Actually, because of Iraq, recruitment is so low and the minimum score for the ASVAB (written test you have to take to get in the military) keeps dropping, they might be able to pass it now.
