Yes you can build and own a house that even remains in game when not online. You can also build many kind of boat and War boat and you can attack others with it or raise a fleet with friends and guild. There's a politic system in the game that you can rank up into where you own and manage a city with taxes etc.

What is the average level that I should be before having enough money to purchase a small house?

Also, can you have more than one home?

I should say wait to be 50, so you can focus on farming enough money and getting materials to build your house. However, you can get your house when you want !

I'm not really sure about having multiple homes, but I would say yes =)

does the amount of gold etc u spend matter or is the house generic? ie, can u spend more get bigger house?

yes it does :) what you must think about when you build a house is the emplacement (different plots with different prices, depending the proximity of riftways), the size (you have 4 or 6 different that costs from 20g to 80g to build, depending the server, then the guilds halls but it costs really really much ;) ) and the fee you have to pay each week.
