You have to have the lamp for him to come.

He may come before you find the lamp in your town though.

I had my lamp for about a month. They say he comes the night you found it, but he didn't for me...

You'll just have to wait till a bubble suddenly comes up, and that 'voice' is talking to you.

It is random. If you find an Empty Lamp in your town, you know he will come.

and does whisp only come once?

Well Nook was selling that bed, so I bought it. Then you have to have the item in your pocket then click on the bed. It will ask if you want to switch beds.

Wisp can come to your town more than once.
