@Roseluvie Are you shy yourself? Anyhow what level of shy do you mean? Shy guys come in different levels. There is a high level, medium level, and low Ievel shy. I think the shy guy you are mentioning is the medium level shy guy the one that will respond to you normally without the nervousness if you open/ approach him. Trust me I'm a guy and at least half of the men out there will respond normally. Most men are just shy to approach a stranger.

My female friends say the same thing when we talk about about flirting, pick ups and behaviour/body language.

Once you factor in how they respond to things that YOU do it means that canned approaches can get very mixed results. A better way is to simply show your personality in a fun, interesting and positive way. (By positive I don't mean you can't use sarcasm etc. rather that you should not make yourself seem undesirable).
