Different kinds.

The Combine Soldiers are modified humans, dehumanized. Combine Elite (White Armor) are even more modified.

The Civil Protection/Metrocops are not modified at all, I don't think, they're still human, but somehow are controlled or something. Maybe Barney has a fake mask or can resist control by some means.

Barny had a fake mask the other metrocops are like brainwashed or something but he got into it and got a suit a mask and stuff so he can infiltrrate the combine.

the humanistic combines are enslaved humans taken into custody after the 5 hour war they were mutated, soulless and dehumanized with no recolection of their past life. Only the white combines (I think) are aliens.

The Bullsquid Antlions and the Hunters were the most formidable enemies for me since the some of the enemies in Half-Life: Opposing Force. Hard mode for this game was ACTUALLY hard for a change. LoL...
